Research Ethics as a Tool for Political Conflicts

Abstract
This study argues that the research misconduct problem is being used not as a tool to make a better research environment by verifying research misconduct and thus upholding research ethics, but as a tool for political conflicts. I would like to point out the side effects that arose from using research ethics as a tool for political battles. Research ethics was actively used as a tool for political disputes when it became the daughter of former Minister Cho Guk was listed as the author of the peer-reviewed article. The former minister who took the lead in reforming the prosecution eventually resigned because of research misconduct by Cho¡¯s daughter. After that, as the suspicion of plagiarism of Kim Gun-Hee¡¯s Ph.D. dissertation emerged as a key issue in the presidential election, research ethics was used even more as a political tool. As such, the research ethics issue as a political tool rather than conducting research resulted in various side effects. First, there was the issue of law revision. When the government revised the Guidelines for Upholding Research Ethics, it is possible for the minister of education to intervene at any time, which may infringe on the right of academic freedom in research institutions and universities. Second, there is the issue of punishment for researchers. When the media made issues of research misconduct, the government conducted a full investigation of researchers and punished them without any consideration. However, there was no legal basis for conducting a full investigation and the researchers were punished even though some of them did not fall under the definition of research misconduct. Third, raising and punishing allegations of research misconduct did not lead to the development of research ethics, rather it made a social culture in which it was not possible to freely discuss what was right or wrong regarding research misconduct.
